How To Comply With Environmental Regulations
The VT Dept. of Health requires, in most cases, an inspection by a VT Certified Asbestos Inspector before property renovation or demolition.
The VT Rental Housing Health Code states that rental properties must be maintained in a manner that insures proper indoor air quality and prevents the growth of mold.
To protect children from the dangers of lead paint, all preschools, childcare facilities, and pre-1978 rental properties in Vermont are required to comply with Essential Lead Maintenance Practices (EMP).

When conducting a demolition or renovation activity in a commercial facility or residential facility containing greater than 4 dwelling units, the US EPA Asbestos NESHAP regulation (National Emission Standards for Hazardous Air Pollutants - Asbestos) requires an asbestos survey prior to disturbance of suspect building materials.
It’s amazing how often building owners, general contractors and architects ask for immediate assistance because their demolition or renovation project was halted because they failed to have an asbestos survey conducted first.
In short, prior to any demo/renovation activity in Vermont that will disturb suspect building materials, the Vermont Regulations For Asbestos Control (VRAC) requires that a licensed asbestos inspector conduct an inspection for the presence of asbestos prior to the demo/renovation activity, REGARDLESS OF THE AGE OF THE BUILDING.
New buildings are subject to the survey requirements because asbestos can still be found in new building materials.

Lead Paint

According to WCAX TV in 2016, after inspections by the VT Department of Health, two Vermont landlords were fined $20,000 each for filing false claims that their properties were in compliance with EMP.
